Hī Ō̌ër Vǖy (/haɪ̯̄/ /ʊ̌ɜː/ [green; fresh] [tab]) is a subtropical Small Town located in the Fǎshfoīy Region of the Confederation of Goblin Tribes.

The name Hī Ō̌ër Vǖy is derived from the Goblin language, as Hī Ō̌ër Vǖy was founded by Yä̂ Yä̋nḱ 'Mango Maeve' Vú̄sh Cú̄̄ Yó̄y Mboīs Rēkī, who was culturaly Goblin.

Climate

Hī Ō̌ër Vǖy has a yearly average temperature of 13°C (55°F), with its average temperature during the summer being a warm 26°C (78°F) and its average temperature during the winter being a freezing 0°C (32°F). Hī Ō̌ër Vǖy receives an average of 292 cm/y (114 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Hī Ō̌ër Vǖy covers an area of nearly 3 km2 (1 mi2), and an average elevation of 4504 m (14776 ft) above sea level.

Overview

Hī Ō̌ër Vǖy was founded durring the late 16th century in fall of the year 1494, by Yä̂ Yä̋nḱ 'Mango Maeve' Vú̄sh Cú̄̄ Yó̄y Mboīs Rēkī. The establishment of Hī Ō̌ër Vǖy suffered from many setbacks, delays, and obsticles, most notably a group of Hī Ō̌ër Vǖy which required millitary assistance exterminate before the community could finish being built.

Hī Ō̌ër Vǖy was built using the conventions of Goblin durring the late 16th century. Naturaly, all settlmentss have their own look to them, and Hī Ō̌ër Vǖy is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Hī Ō̌ër Vǖy is buildings folow an organic layout of spacious cobblestone streets whihch gives the town a shape simmilar to a tree, if one views its streets from above. The town is protected by a well-crafted cobblestone fence tall enough to provide adiquite cover for defenders to fire from, but no more than that. The town's frontieer-style defences are visibly old, but also obviously maintained semi-regularly. Its likly the local malishia or garrison are tasked with ocasional mantance of the towns defences.

A look around Hī Ō̌ër Vǖy makes it abundantly clear the town suffered something horrible some time ago. It's as if the town itself is depressed. Smiles are few, cheer is nowhere to be had. Everyone quietly goes about their daily business not looking anyone in the eye.

Civic Infrastructure

Hī Ō̌ër Vǖy has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Hī Ō̌ër Vǖy has a Hall of Slayers, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Hī Ō̌ër Vǖy has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Hī Ō̌ër Vǖy's public wards, blessings, and other arcane systems.

Hī Ō̌ër Vǖy has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.

Hī Ō̌ër Vǖy has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Cultural Notes

Hī Ō̌ër Vǖy's town hall was built using a different architectural style from the rest of the town. The style used is admittedly strange and non-linear style rooted in defiance of symmetrical shapes. It championed the creation of buildings with a unique visual appearance. the structural norms of classic buildings and deforms or moves away from elementary architectural principles. By including non-linear designs processed into its buildings and favoring fragmentation, this style expressed a form of controlled chaos. Its buildings appear out-of-the-ordinary, draw the eye in immediately and sometimes create a feeling of strangeness. These distorted shapes and structure are not reserved to the building’s outer facade, they destabilize interior elements too, favoring minimalism and play on people’s perceptions by injecting a futuristic touch.

In Hī Ō̌ër Vǖy snow is warm to the touch and does not melt within city limits. Also it only happens during summer.

The Domovoi near Hī Ō̌ër Vǖy are known to be more aggressive than normal.

Hī Ō̌ër Vǖy's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves sex to channel Conjuration energies of tier 1 via mimery.

The locals find them too useful or too durable to destroy, but the buildings often have unpleasant little surprises in their under-explored corners, and there may be greater structures still buried by long ages beneath Hī Ō̌ër Vǖy’s streets.

Due to a magical anomaly, Hī Ō̌ër Vǖy is directly accessible from a nearby river, despite the lack of a physical connection between the town's pond and the river.

POI

History

In time immemorial, reportedly some time during the late 2nd century Heartache Peak, an iconic vista located neare Hī Ō̌ër Vǖy, proved to be volcanic when the peak erupted. The eruption was isolated to the area around Hī Ō̌ër Vǖy, which was swallowed in ash, lava flows, and pyroclastic gasses. Hī Ō̌ër Vǖy lost 116 people, 142 livestock, and 33 buildings in the disaster. The event is forever remembered as the Day of Heartache's Wrath.
